Well, Russia was to blame. This rocket was fired by Ukraine in its own legal defence against Russian aggression. The bigger issue is this: if it were to be proven that this rocket was fired by Russia, would it have been enough for Poland to become an active participant in this war, and thereby be dragging the rest of NATO along with it? Could the death of two Poles bring on WW3 and the deaths of millions? I suppose you could say the death of one man, Archduke Ferdinand, was indeed enough to start WW1. Is the world mad enough today? Possibly.
