As you would say: “ Your speculation/s are valid if..” you know all the factors involved. The Dutch company ASML’s eUV (extreme UV) lithography machine was a technological development which ASML struggled with against the odds for 20 years. The 13.5 nm eUV comes from the plasma of a drop of molten tin shot into a vacuum chamber. The two lasers used to generate the plasma are standard. But they have to track, precisely, 50,000 per sec molten tin droplets 30 microns in diameter, being shot at 100 mph. The optics are made by Zeiss. Next, ASML will improve the optics (curved mirror engineering). The Soviets always were ahead in some key technologies e.g. aeronautics and metallurgy. Moreover, industrial espionage is not unheard of. Trump pressured the Dutch by ‘other means’ which is standard practice for vassals.
