This is another consequence of NATO's existence - the empowerment of tiny dogs to bark like a big dog. Estonia's military forces are appropriately tiny for a tiny dog, unlikely to affect the outcome of any actual conflict. The governments of countries who are genuinely fearful of the actions of other governments, generally take care to avoid provocations or actions that could be construed as aggression. With the Baltic States and Poland, however, - who profess to fear Russia as the evilest entity evah - it's like their leaders get up every single day with the one aim of doing something, no matter how pointless, stupid and possibly dangerous, to wind up the Russian leadership. They hide behind NATO's skirts believing they would be saved from the consequences of their actions, no matter how foolhardy. No NATO and much of this would vanish overnight.
