JFK may have deliberated in private whether to withdraw troops from south vietnam, but his actual legacy was escalation, including authorising the infamous 'ranch hand' operation of spraying agent orange on jungle & farmland (justified cos the brits did the same in Malaya) and the policy of 'strategic hamlets' which were basically concentration camps, forcibly relocating south vietnamese in the countryside (also borrowing counterinsurgency tactics from the brits).
