The water boards never recovered from the 1973 oil price rises, when state spending was cut all over the place to compensate. Lots of projects were shelved and giving the boards to private speculators in the 80s was supposed to bring in investment....
I was down town last night for the live music at the Trinity Market (Jackson D. was the main attraction) and outside the whiff of effluent was rather noticeable.
