The 1906 government proved its liberalism by basing employment insurance on the contributory principle which for poor people meant only a pittance since wages were so low. The real origin of the welfare state for poor people was the Battle of the Somme, when the British boss class realised that the workers were necessary to uphold the balance of European power. After the war social insurance was extended and whenever the money ran out a contrivance kept social insurance going. The Beveridge report was the usual liberal crap of taxing poor people to pay for their own benefits, which trapped the proposals in the usual paradox of derisory benefits, hence the continuation of state subsidisation to make working class benefits just about adequate. The amount of money going to poor people reached a peak in 1929 and didn't return to it until the early 1970s, when state propaganda about workers pricing themselves out of jobs began to get louder and louder. Callaghan in 1976 and Thatchler 1979-1981 changed all that....
