What's with the "didn't carry a warhead" thing, when the mayor is describing serious damage to infrastructure. Do they just mean it wasn't carrying anything near as destructive as it could have been? Summary is that they look awesome in operation, can hit anywhere from Russia in about ten minutes flat, nothing can stop them, but they cant really do the " bunkerbuster" thing: too fast so they would melt... cant really carry ordinary ordinance: too hot they would pre-explode...but shove some nuclear on the ends and were all finished.
So...my conclusion is that the Ivan is using them as warning fireworks to the Yanquis and NATO who are too cloth-eared for wordy diplomacy.
Unfortunately, I reckon they are overestimating the intelligence of western leadership, whom we can plainly see from their actions and attitudes in this war, have allowed any residual mental acumen to be overwhelmed by self mythologising grandeur.

No, but I'm summarising what I took from Postol. Hit the ground at Mach 10 and they vaporise before penetrating deeply enough to be "bunker busters", build in a heat shield to handle the extreme kinetic temperatures and you lose ordinance capacity.

He doesn’t explain very much, such as the guidance unit on the early slides, what it is guiding and how. I also had the impression previously that the Oreshnik ordnace (canister) fires downwards at lower altitude rather than passive deceleration.
Also, ‘strategic’ refers to the mode of usage rather than explosive power or apparent range of damage. A strategic weapon would be one that can hit a strategic target such as a high level command center, which is well defended. This weapon can bypass defenses.
