If staying at Papamoa try Taylor's Reserve or Karewa Parade, turn right at quad bike ramp at Karewa Parade and walk down to around end of houses. No vehicles on beach at Karewa except council licensed quads with road rego's. $450 on spot fine if caught by Mr Plod
