Take Nothing For Granted
In saying that, ive found BOP better over the low raising, places like surf beaches for me have always been better on the low. Fish like moki seem to bite better on the incoming, as do kahawai around mouths, which in turn effects kingfish.
But personally, its more the state of the water that dictates when and where. Fish like gurnard dont really care to much for the tide, but do bite better in cleaner calmer waters, same with fish like trevs..........
I caught 5 snapper on dead low the other day(middle of the day), that evening I caught a few more over the high, at the top of the tide.
One thing I do take note of though, is when you get a run of fish at a certain time of the tide, you will usually get the same result on the reverse of the tide. So I will usually wait for that.
