Always found high tide is best on the west, and low tide is better on the east. Time of day has an affect for sure. I prefer dusk, but found fish prefer dawn through until just after the sun really hits the water......unless you fish Santoft, then any time seems to work. On that beach over the years I've seen big fish caught (15-20lb+) on more than one occasion in the middle of the day with a blazing sun and no cloud at all. Then, I've seen the same (although no 20lbers) after dark and right through the early am. All were on the incoming, or just after high into the outgoing.
