When you think about it, the council partly has themselves to blame for all the rubbish on our beaches and riverbeds.
I'm old enough to remember at time when dumping your rubbish at the city tip didn't cost anything.
In those days the beach and river rubbish problem was very low to non-existent.
Now we must pay to dump our rubbish, and as we can see many are not prepared to pay, or just cant afford to.
$10-$20 to dump the rubbish legally, on top of driving it to the tip (sorry "transfer Station")
I'm not condoning these idiots who do this, just suggesting if the rubbish tip was a free service, this carry on would be a lot less.
