Sorry, Phill, I drive a small, near new Suzuki Swift not a rubbish truck. I have no idea who the mayor of Napier is as I live in Hastings. I took the picture in the opening post and sent it to the local newspaper, maybe they will print it in Monday's issue ... and maybe they won't.

There is a very popular, widely used walkway that runs the entire length of Napier seafront. Surely someone must have seen these rubbish bags being dumped ... or maybe not.
