Perhaps the one,s with ATL openly would like 4 2 2 as ATL,s is the way forward, so many test station will fall by the wayside. So the one,s with ATl,s will gain ie 4 local station,s close (due to not being prepared !!)and not taking a chance, so the ATL,s work double,s even if they only test the cars half as much.
