I am with you Paul with a small amount of clever encryption at Vosa & Manufacturers level it should be possible to put a code in the car which ties up with a code on V5 and the supplier takes a reference from the repairer so an audit trail is setup .This would ensure that only bona fide traders could register with Vosa ( or some other body ) and only the legal owner could provide the code from V5.
This would keep the customers options open & stop the VM's creating a monopoly - or indeed using the "security threat" as a way of protecting there interests.
