It seems harsh when the lady thought she had done all that was necessary by buying a PRS licence.

Then the PPL surfaced and, it seems, were less than helpful in makig sure she complied before taking legal proceedings.

How many other organisations needing us to pay for a "licence" will now surface?

It's time that proper guidance was given by government on this and the rules clearly defined - time to lobby our MPs?
