Yes I think the ultimate goal from the EU is to separate the vehicle testing from the workshop. Drive through testing lanes or stations run by Independent Companies that do not have a vested interest in the repairs of any failures
This would ultimately sound the death knell for many Independents who rely heavily on the MOT testing income to survive, but I suspect the EU deduce a "conflict of interests" if you MOT test and repair at the same workshop
On the upside Independents would benefit from pre MOT work prior to testing and maybe customers paying the Independent garage to take the vehicle for testing, manufacturers of diagnostic and emission test equipment would benefit as this would all be needed for pre testing

PS: Think we will also see some legislation about the removal of DPF's and remaping, this is not a modification (enhancement) but merely a cheat to get around a fault with the vehicle, there is now a wide proliferation of companies offering this service
