You seem to have the correct voltages on the TPS wiring, but I reckon it needs to be scoped across the whole rev range for any glitches or interferrence. Could be done with a digital multimeter but you need to watch very closely. If that is ok, then the snatching could be an HT problem but I assume those basic checks are Ok. Assume the emissions are OK - not too lean?
