shane if the front o2 voltage is 0.1 v the whole time you are at wide open throttle , (when it should be 0.8 /0.9 v ) then you have a lean condition.

bad pump/ bad fuel filter. would be a good place to start.

you can dead head the pump by clamping the return pipe below the fuel pressure regulator to see if the pump has the guts to double the normal running pressure, which a good pump should be able to do.

autodata says operating pressure 2.1 to 2.5 bar

pump max pressure 5.0 to 6.1 bar
