As said Shane, start again and with the basics, forget engine vac for the time being, or as quick test drive the vehicle flat out and make sure it stays at zero, this will confirm if the inlet and exhaust are not restricted.

Then get them fuel pressure tests correct, make sure you're testing at the correct place, AND check volume, pressure is not enough on it's own, pull the return pipe off the rail and measure it into a jug at idle, you're looking for about 2.5 litres per minute.
