What you describe as a "flapper" I refer to as a vane meter, very common on mid 80's Fords, probably the reason that the lid has been "lifted" is to increase the tension on the vane spring, this was a common cure for high CO on the 85 model year Granada's , especially the 2.0 L Pinto engine version, possibly the tension may have been increased too much?
