Good morning Dave, I believe the motor is controlled on a duty cycle to both connections. I may go back to scope it, but a 50/50 duty cycle (where it's, say, 12V 1/2 the time and 0V the other 1/2), would be averaged out at around 6V, certainly on my meter.
