    I think the clue is in your first post
    "pre - cat sensor appears to be slow switching."
    If it was an aftermarket cat then what make of O2S is fitted? If thats not the problem then you have to ask if there is another fault present that may have made the cat fail in the first place. When I replace a catalyst on any car, EOBD or not, genuine cat or not (for older vehicles) I always charge for, and insist on, a full diagnostic check of the EMS. If they don't want to spend the money they can go to our local fast fit but they always come back here in the end
