I was under impression that he had instructed his solicitors to raise it with the regulatory authorities that there were some sort of voting irregularities. From that perspective it is not conspiratorial and secondly he could not talk about it in detail.

As to speculating about Trump's attempted assassination, he *was* speculating. But then the whole internet is rife with theories.
