(for me at least) it's not that he's trying to walk back the "war crimes" part, it's the genocide denial (or at least the not "legally sustainable" bit) that's one of the issues in that paragraph.

That's without all the other gaslighting, ridiculous framing and biased language throughout the article. It's too early in the morning for me to think though
