Even in this rural part of Britain, the crippling overwork and under-staffing of the local police brings a very cold feeling of nowhere to turn to when petty crime - especially casual thuggery - looms. (Personal and friends' experience speaking here.) No need to instruct me about the thuggery of the police themselves, when gic/gic-servant interests are threatened by the plebs' awkwardness. Take that understanding for read. But one small stroke of on-going genius of the English-raj gic class is their careful, permanent conflation of the filth as state-thugs, and as 'citizens-in-uniform' duly protecting the rest of us, defending the rule of law, and keeping anarchic violence in check. I'm all for that second function, but not for its - deliberate - conflation with the first. If we lived in a genuine peoples' democracy here, we might be able to separate those two mutually-exclusive functions a bit more seriously; maybe even - whisper it! - do away with the boss-class's state-thug function altogether. That done, I'd be inclined to endorse what Pie says...
