If "Did not vote" is the largest percentage, then people will mostly ignore it. You may get a "Voter apathy, eh? Ah well!" or maybe a "I shudder to think who they'd elect if they could be arsed to vote!" If the winner of a single seat, never mind a whole bleeding election, was "Spoilt ballot" then there would be chaos. How could they legitimise the process in the face of active, rather than passive, rejection of it? That's rejecting the choices available and refusing to participate in a fraud. Not voting is just telling them you couldn't be bothered making a decision, so they can do what they like. @George Brennan: I really enjoyed the original David Graeber article. Thanks for posting.
