Responding to your first bit, the 'elite' is not monolithic as we saw when people were fooled into voting for trump/johnson as if they're anti-elite, rather than realising there are sections of the elite with differing ideas on the methods that should be used to dominate the world (eg racist vs woke/liberal versions of capitalism), but with the same class-based imperialist goals. This might explain the discrepancies between western countries' approaches somewhat (whatever you think each bit is up to). The only way the elite is monolithic is in the marxist sense imv - ie they're all on the same side when it's pitchfork time. But to the implication that if they were pro buisness they wouldn't have crashed the economy, i'm sure they didn't want to (indeed johnson bragged about how the economy would benefit from superman-like application of herd immunity) - but they're pretty ideologically incompetent in the face of such a crisis and their ridculous neoliberal ideas are non-functional (at least in the way we're supposed to believe about them) - as we've seen from the tories' corrupt testing/ppe efforts. They could easily (i think) 'save' the economy, or at least ameliorate the economic effects of the pandemic by doing a load of spending/borrowing/printing, hiostroically the best way to get out of recessions, but they're ideologically primed to not do this until they really have to. It's the same 'incompetence' that drove the austerity policy that increased the debt massively (ie not really incompetence, but disaster capitalism or 'failing upwards' as they might say (i'm sure some of them actually believe their economics are for what they say they are)
