If one asks why the brouhaha by the Bank of England and the Gov about something we already have, then the answer lies in what we do not presently, which is as you say, centralised monitoring of digital currency and of course centralised control. -It's effectively a play for ultimate financial power over the people under the cover of something sold as benign and indeed progressive... They are already singing the "People using cash will be left behind" mantra. -Oh and you can absolutely guarantee that there will be "outs" for the elite... whose money: unlike that of the ordinary man or woman, will remain quite opaque and untouchable.
