The easiest for an american are us territories/ protectorates. US virgin islands, puerto rico. Guam/ northern marianas, American Samoa.
Some european countries offer expedited citizenship for decendants of ex-pats. Ie- Italy gives dual citizenship for a $1k fee to thise whose grandparents/ great Grandparents came here in the 18/19th century.
Canada, Phillipines, South Korea & Taiwan also have expedited processes. Belize & Costa Rica will fast track you if you meet a financial threshold. You dont need to be a millionaire. But you cant be impoverished either.

You can also leave on a tourist visa to many countries each has specific stay limits. Usually between 6-9 months. Requiring you to return to the usa periodically.

Many foreign countries have restictions on purchasing land. Instead, you lease the land, purchase the house on it. Mariana's & Guam do this. Usual leases are between 50 & 99 years. Hawaii operates similarly.
