Don't know how it works legally in Oz but, thankfully, here in GB, if the deliverer doesn't have proof they delivered it (signature and/or photo.), it's the sender's problem, as the sender contracted the deliverer. Some senders are dickheads so, if a sender won't either send more stuff or give a refund, I can just set whoever I paid with (credit card company or Paypal) on 'em, they require proof of delivery from the sender or they just take the refund off 'em.
