The options to be put before the minister include maintaining the status quo. Such a statement is advising us 'if' there is to be a change, when it will be implemented.

He also advises there is to be a full consultation process beginning in July, so interested parties can have input and he is encouraging possible affected parties to do so.

All seems pretty fair to me. The minister of finance never asks for input to raise taxes or put up the price of petrol, alcohol and the like, but in this instance we all have chance to make submissions.
