Correct me if I'm wrong, but I think this means he divvies up (on paper) the total allowable catch (TAC) among commercial, customary and recreational. So recreational get a theoretical increase in quota, which will of course be harder to catch if you can only catch five per day instead of nine. Conversely, commercial are more than capable of catching their quota whatever it may be.
And what does he mean by "more people to enjoy"? Is he suggesting that if good fishos are restricted to five per day, less competent ones will somehow catch more? If the stock increases, that might happen but . . .
In summary, he's fulla shit. Shit provided by his advisors.
