Just re read SAND DUNES "Stay off all sand dunes , whether you're on a motorbike or vehicle, or even on foot" Even the title says "Drivers must take care when driving on our beaches, and watch out for all beach users, children, and animals". Sounds just like Wellingtons NO SMOKING IN PUBLIC PLACES. A reccomendation rather than an enforcement.
