When I lived in the UK (over 40 years ago) flounders were by far the most common catch for anglers, they were the surfcasters backbone.

I can recall a few years back reading an article on someone fly fishing for flounder, this was in New Zealand not overseas. From memory they used a nymph pattern, could be worth a Google.
