Just been talking to my very elderly Dad who used to fish for flatfish (Dab) off the seawall in UK - used a wire paternoster rig and pieces of ragworm - the rig was allowed to lie flat on the bottom - I remember seeing these rigs at the old house in Christchurch -they expanded when the lead pulled the end bit of wire down.
