Mmmmmm…. yes, I absolutely agree that reducing the level of knowledge required to make these decisions could definitely be a problem…..especially when we are talking about raising TAC…. But remember, the total cost of doing a "full scientific" analysis of each stock would cost literally millions upon millions of dollars…..dollars that simply aren’t available......
None of us need a scientist to tell us that Khawai, Snapper and Blue Cod stocks are well and truly stuffed….We know this simply because we don’t catch them quite like we used to.
The change hopefully will allow the government to respond, to a what can clearly be seen as a reduction of stock levels by quickly dropping the TAC …. as opposed to having to wait (and somehow find the money to do a full scientific analysis)....and then wait more while the decision is stayed in court.....all this while the stock suffering more and more before being given a chance to recuperate.
Hopefully being able to respond quickly in this manner will afford the depleted stock that critical time to stop any more damage before the balance shifts closer to the point of no return.....Of course hopefully the extra money saved here, would be well spent on enforcing the law.
