I don't think this very fragmented industry is capable of self-regulation, any more than the Government is capable of imposing a workable licensing scheme.
All the schemes over the last forty years have been as futile as p...ing in the ocean to increase the salt level.
The nearest thing we'll ever get to licensing are MoT stations.Even getting that properly organised and publicised has proved to be beyond this Government's ability.
