So long as the next step after that is to not allow privately owned businesses to carry out testing at all, and it becomes a government run thing like the plating test has become, where you charge a lane fee only.
It would sort out the cut price mot's and businesses who have a reputation for failing to generate work, but would you be able to employ the same person as a tech and mot tester.
Perhaps that's the next big thing, independent Mot testers visiting and testing on your premises
