In Ireland we have such a testing system.
All test centres are run by one company. They are mainly situated in large towns so rural dwellers have to travel.
They mainly don't use mechanics as testers (the wages are sh1t).
In fairness they are independent so they are not failing cars to get work from the owners. They fail them for minor reasons because there is a retest fee.
At the moment there is a two month waiting list to do the test. With unqualified staff who test cars in twenty minutes (because they are under pressure to do so) the amount of cars that pass but are not roadworthy is a joke.
I used to do pretests. Not any more. We just let the car go in and repair from the list given and advise on all the stuff missed.
