Info won't just be available in black and white....VOSA will have real time access to what you are doing, they can sit in a vehicle near the entrance to your Mot bay with a lap top connected to the system and see what vehicle you have logged onto and actually see what vehicle your are doing..if the two don't match or you have logged on a retest and you don't do it properly...then your for the high jump. They won't need to physically visit your premises as much as they used to...pair of binoculars and a laptop is all they'll need.
