I agree with Sean, Exhaust leak is most often the cause of this.

Have you cross checked with another gas tester ? As these also can give incorrect result if pipe is leaking or probe not fully in exhaust.

We would partly restrict exhaust round probe with bit of rag And check again, to eliminate air ingress in this area
