Have you checked or preferably scoped the crank sensor to see whats thats doing ???
If you only have 10.5 volts on pin 26 for engine relay have you bridged it or just supplied battery volts to ECU,
Is the data link wire to ECU all ok ???
Have you tried another control relay ??
