As MM and others have advised, disconnect the rear sensor and then check the front sensor output, rear sensor heater known to short across to signal/earth circuit causing voltage to read high (both sensors use the same earth) and system then tries to reduce fuel thinking system is running rich. You are checking at the lambda sensor and not relying on a scan tool???.
