Have you got access to a pressure transducer? Checking exhaust and inlet as well as vacuum near to the fuel pressure regulator diaphragm may give you some clues. Come to think of it, I don't think you have mentioned an inlet vacuum test. Another thought is a low amps clamp on the fuel pump just to see if it has any hiccups.
