I hope all is well at your end.
I have run an actuator test but without the scope attached and with just a Mityvac for vacuum. The solenoid valve seems to just open and close as it should do. I will try with the scope attached to see if I can spot anything. I have scoped the sensor feedback by operating it with a Mityvac but not with the engine running. I think I need to use the 2 channel scope during a test drive and see if I can catch anything that way. As is very common now it's always a battle just to gain access for testing anything.
