VW Passat 2.8 V6/5v 2001. Secondary Air inj' fault? Archived Message

The car came in with fault light on. codes stored were

    2 Faults Found:
17831 - Secondary Air Injection System; Bank 1: Insufficient Flow
    P1423 - 35-00 - -
17819 - Secondary Air Injection System; Bank 2: Insufficient Flow
    P1411 - 35-00 - -

Codes were cleared, car road tested, all ok. started from cold next morning, again all ok so we returned to customer.

About 2 weeks have passed and the light is back on. Checked codes and the same are present. physically checked relay, fuse connections on pump etc. I was able to drive the pump via actuator test on VAG COM and also trigger te S.A.I solenoid which would lead me to believe this is all ok. But on cold start up this morning the pump did not run and the codes returned. I then used VAG COM again to drive the pump and it works as expected so I think the ECU is not driving it for some reason.

Can anyone tell me what the ECU uses to decide when to run the pump and what I should be looking at? I assume its something to do with a timed period after start up in conjunction with the CTS out put????? Am I way off??? Is there something else I should be checking??? I have checked the CTS and all seems to be fine from cold start right through to full temp.

Thanks in advance for any help and suggestions.

    Steve.
