The powers that be are RESPONSIBLE for it. Surely you must be aware of the relation between the ruling class, neo-liberalism and immigration; they've used it to drive down wages, increase precarity and at the same time to create division (and at the same time, on the "liberal" side used it [immigration] as a signal that they are progressive).
As the economic/political system increasingly abandons the working class, the far-right step in to use "the other" as the reason for all their ills and to stir up resentment hoping to ride that wave to get nearer to real power.
Vaguely "wondering" whether there might be "excessive numbers of immigrants" and whether people might feel "...like the actual displaced people in a failing state" can be answered by looking into all of the above. Short answer, they ARE and the two people in your OP are prime suspects in exploiting that, Yaxley-Lennon being the more virulent and dangerous as far as the UK goes.
I find it hard to understand why you don't know this.
