Perhaps there's a case for treating the viewing of such material, and not literally "making it" or causing it to be made or participating in actual child abuse or distributing such material should be a lesser offence sanctioned with compulsory counselling, review etc. . The only problem with this is the addictive nature of porn and child abuse material, and the number of cases, not a lot, but significant, where men having become hooked on this material have then committed offences against children.
Perhaps legislation against internet providers who are the actual "distributors", when you think of it, could be beefed up?
