It swallows the national budget and then vomits it back up over all the corporations that donated them into power - not what i'd call state socialism; just capitalist states acting like they always did. The libertarian (or at least the kock invented version) response is getting rid of government, but i agree with chomsky that getting rid of it at this stage is getting rid of a major mechanism to protect us from capitalism (at least in theory) - for now, better to try make it more democratic. The state doing stuff isn't in itself socialism, unless the state is under proper democratic control (if that's even possible).
