Pure anarchy - bubbling up organically among the people - is one thing: partially-applied anarchy - of the type we see cynically used by Washington as a highly-effective tool - is another. Goldman's definition of anarchy: “the philosophy of a new social order based on liberty unrestricted by man-made law.”
The US has its own philosophy of a new social order which snubs all other forms of social order and law and asserts itself via economic, military and information warfare means, respecting no restrictions.
The Washington Consensus anarchists don't respect or abide by any man-made law. Increasingly, we see exactly how contemptuous the Washington anarchists are of 'man-made laws', as international law is trampled over, day after day. It's the weak and brown people of the periphery that feel the effects of that - not noticed much in Rome, until recently.
Washington Consensus militaries also make full use of the classic anarchic concept of 'propaganda of the deed' - which is another word for 'armed propaganda': the type of catalysing false-flag or proxy terrorist deeds we've seen on display in Libya, Syria and so on. The global surveillance 'state' the US anarchists roll out is also an example of anarchist “propaganda of the deed": it contains its own vision of a 'new social order' and 'liberty'; it respects no state or man-made law or international law (only American 'laws'): it overrides all sovereignty, geographic and historic context and communal laws.
